Winds will be shifting back to the southeast which will bring cooler, moist air into the Permian Basin. There will be a cap present in the atmosphere, along with a high pressure system, however, and any rain development will be confined to the mountainous regions of the Trans-Pecos where the terrain will aid in lifting the air. Summer begins on Wednesday, and we will be starting the season in the low to mid-90's as opposed to the triple digit heat we saw at this time last year.
