MIDLAND -- The City of Midland is working on a drought contingency plan, as they continue working to preserve water.

The Midland City Council has passed a plan, and there will be another vote at the next meeting. It would outline some of the specifics, and set up a maximum fine of $500 for people watering on the wrong days.

Low water levels are a big reason for the restrictions. Lake J.B. Thomas and E.V. Spence Reservoir are low as of Tuesday, while O.H. Ivie is still doing alright. In fact, E.V. Spence Reservoir is less than 2 percent full, and Lake Thomas is around 4 percent full. Ivie is around 28 percent full.
