Fugitive Arrested For Federal Drug Charges At Dakota Apartments In Midland

MIDLAND---Early Tuesday morning, the Dakota Apartments parking lot was full of vehicles belonging to authorities. Surrounding neighbors in the area said the parking lot felt like a scene out of a movie.
Sammy Holguin has been a resident at the Dakota Apartments for almost 9 years and says that it is usually a quiet complex.
"Actually these apartments have been pretty decent to live in" says Holguin.
When Holguin found out that there was a fugitive living nearly 50 feet away from him, he was surprised.
"My manager said that they have some fugitives that were locked up in the apartment" says Holguin.
Authorities swarmed the parking lots looking for Richard Adam Dailey, who had an arrest warrant on federal drug charges. They tried getting into the apartment with the apartment manager's key, but Bailey had barricaded himself inside.
After some tense talks, Dailey surrendered without any violence and was taken out in handcuffs.
U.S. Marshalls worked with the Midland Police Department investigators on the initial contact, since the warrant was linked to a federal investigation.
A SWAT team was then called in once Bailey sealed himself inside.
Bailey has been turned over to U.S. Marshalls as of Tuesday.
