MIDLAND - A Midland County Grand Jury returned two indictments Wednesday against Charles Harris, the Constable of Precinct 2.

The two indictments charge Constable Harris with Tampering with Government Records and specifically allege that he falsified documents regarding the qualifications of two reserve deputy constables.

The indictments also allege Constable Harris backdated the Application for Appointment of the two deputies. Both charges are state jail felonies.

The charges are the result of an investigation conducted by David Englert and Randall Odom, Investigators from the Texas Commission on Law Enforcement Officer Standards and Education.

An indictment is no evidence of guilt and all defendants are presumed to be innocent.
