Rick Perry is hoping to keep repeat sexual offenders behind bars.
The Texas governor proposed announced a plan Monday to allow people convicted of a second sexual assault crime to be put behind bars for life without parole. As of now, only repeat sexual predators who target children can get a life sentence.
Under the proposed new law, the state would also hook up electronic monitoring devices to high risk sex offenders. The proposal could go before the legislature as early as January 2011.
