Howard County Teen Dies in Treatment Center

MANVEL -- A teenager with ties to the Basin is dead after being sent to get help at a treatment center near Houston.
Michael Owens, 16, died after reportedly being restrained. Owens was a Howard County native.
Investigators say the preliminary cause of death is asphyxiation, but they are trying to figure out exactly how Owens was restrained. While there are surveillance cameras in common areas of the facilities, deputies say the incident happened in a bedroom so they do not believe it was recorded.
The Daystar Residential Facility in Manvel was already under investigation after concerns over the care there. As of now, no charges have been filed.
