Clean Coal Power Plant In Penwell Gets Green Light

ODESSA -- An experimental power plant outside of Odessa has just received the final air quality permit it needs.

    The Texas Commission on Environmental Quality issued the permit to Summit Energy for the Texas Clean Energy Project. The project centers around a proposed prototype coal-fueled power plant to be built in Penwell. That plant will capture 90 percent of carbon dioxide and other toxins.  The material will then be used for enhanced oilfield recovery.

    Once constructed, the plant will be the cleanest coal plant in Texas, and it will be studied by countries around the world. Construction is set to begin in the second half of 2011.

    Meanwhile, Texas Attorney General Greg Abbott has filed a legal action, challenging the federal government's plan to begin monitoring air quality in Texas.

    The environmental protection agency is scheduled to take over the state's air permitting program on January 2nd. But Abbott is asking for an emergency stay.

    Abbott believes that preventing air pollution should be in the state's hands. He also feels Texas is being targeted, because no other state is slated to have this happen.
