Odessa Seeks Input for Community Development Block Grants

The primary objective of the CDBG Program is to develop viable communities, by providing decent housing, a suitable living environment and expanding economic opportunities for persons of low and moderate income.

The City of Odessa receives two grants annually from the U. S. Department of Housing and Urban Development (HUD):  Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME).  The U. S. Department of Housing and Urban Development has informed the City that it's 2011 allocation has not been established.  However, the City will proceed with an estimated amount of $1,106,059 or less in CDBG funds and an estimated amount of $445,433 or less in HOME funds.  HUD designates the HOME funds specifically for housing activities.   

In an effort to prepare the 2011 Action Plan, it is important that citizens and organizations participate in this important planning process in order to address community needs.  The Community Development Department will conduct public hearings to notify the public of federal funds available for the 2011 program year.  The public hearings are scheduled as follows:

Please be aware that the amount of funding the City of Odessa will receive has not yet been established and the published funding amounts are only estimates based on an anticipated decrease in funding from the 2010 program year.  With the anticipated decrease in funding estimated allocation amounts are $1,106,059 or less in CDBG funds and $445, 433 or less in HOME funds.

Comments concerning the 2011 Action Plan and requests for funding may be made at any public hearing.  All interested parties seeking Community Development Block Grant funds are required to submit an application for funding.  The City of Odessa reserves the right to present the same in summary form.  Applications may be obtained at 119 West 4th Street, Suite 104, Municipal Plaza Building, Monday through Friday 8:00 a.m. to 12:00 p.m. and 1:00 p.m. to 5:00 p.m., at the City of Odessa website www.odessa-tx.gov or at any of the above meetings.  The deadline to submit an application for funding is Monday, April 25, 2011, by 4:00 p.m.  All applications must be original (no faxes or e-mails will be accepted).  Interested parties seeking technical assistance may visit the above address or call (432) 335-4820.  Persons with disabilities who need special assistance or special accommodations to attend the public hearings at these locations should call the Community Development Department at 335-4820 at least 24 hours in advance for special arrangements.
