PHILADELPHIA -- Philadelphia police discovered four adults chained in a basement.
The adults were mentally challenged were held in a boiler room., The three suspects holding them captive are being accused of stealing their social security checks.
The victims were malnourished and had bed sores from being trapped in the tiny room for days.
Police believe this story is connected with a human trafficking case that started in Texas.
