The program will reimburse property owners 20% of the cost of materials, up to $1000, used to enhance or up-grade the exterior of their home. To participate in the program, the property must be located within the area recognized as " CDBG eligible". The property taxes and water bill must be current. No outstanding invoices or liens from city enforcement action can exist. There are no income requirements for participation.
Potential participants must submit their project to Code Administration, with an application, written scope of work, materials list and anticipated cost of materials. Code Administration staff will review the submission, visit the property and determine if the project can be accepted for participation. Upon acceptance, the project may proceed. When the project is completed, the participant will submit the paid material receipts to the Code Administration Division. Staff will review the receipts, visit the property to verify the accepted enhancement has been completed and submit the request for reimbursement. The property owner will receive their reimbursement within 30 days of the confirmation of project completion and acceptance. All work must be completed within 6 months of project acceptance, but no later than September 25, 2012.
The Midland City Council and staff believe this program will encourage homeowners to upgrade their home's "street appeal" and make their neighborhood a more desirable place to live.
Project acceptance will be on a first come/ first serve basis. Application packets will be available in the Code Administration office, City Hall, 300 N. Loraine Street, Suite 430 beginning November 1, 2011.
