Man Sues City Of Odessa Over 2011 Arrest

Julian Carrasco has decided to sue the City of Odessa in the 161st Judicial District Court over the circumstances surrounding his arrest on February 8, 2011.
Carrasco reportedly ran off on foot during a traffic stop in the 1800 block of East 42nd Street on February 8, 2011.
And Odessa Police officer reportedly followed Carrasco in an unmarked vehicle.
The search reportedly ended after the officer pinned Carrasco's leg under his vehicle.
Once he realized that Carrasco's leg was pinned, the officer reportedly moved the vehicle -- further damaging Carrasco's leg.
The officer then took Carrasco into custody.
Carrasco later served 150 days in the Ector County Law Enforcement Center, after he pleaded guilty to charges of evading arrest and possession of marijuana.
In the lawsuit, Julian Carrasco claims that the City of Odessa doesn't train or supervise police officers well.
Carrasco also claims that the City of Odessa violated his civil rights.
