Midland Looking To Beef Up Parade Permit Ordinance

MIDLAND -- In the wake of the Midland train tragedy, the Midland City Council is looking to greatly expand its ordinance that requires permits for parades and processionals.
Midland City council members presented proposed changes to the Tall City's permit ordinance Tuesday.
The 14 pages worth of amendments would update the current one paragraph parade permit ordinance, which was enacted in 1953.
The proposed amendments outline a complete overhaul of special event permitting.
Changes include the requirement of a detailed special event application, the requirement the sponsoring organization to carry Personal Injury Liability of $2 million, and the requirement of the Midland City Council's approval for a parade to cross any railroad tracks.
The amendments could take effect date as early as March 1, 2013.
The amendments come after 4 military veterans were killed -- and 17 other people were injured -- when a Union Pacific train crashed into a Show of Support parade float in Midland on November 15th.
The parade operated without a permit.
