The Texas Department of Family and Protective Services is looking into the Gladney Center, which handled the adoption of Max Shatto by Gardendale residents Alan and Laura Shatto.
The T.D.F.P.S. wants to see if the Gladney Center properly screened the Shattos as prospective parents.
The Gladney Center says that Texas law keeps them from being able to comment on a family or an adoptee.
Russian authorities claim that Max Shatto, 3, was abused before his death in January, but no charges have been filed in connection with his death.
The Ector County Sheriff's Office is still waiting for autopsy results on Shatto to come back.
Shatto's autopsy is being performed in Tarrant County.
