The State Department released a new report on the possible environmental effects of the controversial Keystone pipeline expansion.

The environmental impact statement is only a draft and stopped short of saying whether the pipeline should be approved.

But it did find that if pipeline developer TransCanada follows all the rules, there should be no major risks to the environment.

The pipeline is intended to run oil from Canada to the Gulf Coast.

But environmentalists in Nebraska have questioned the impact it would have on greenhouse gas emissions and state's sensitive Sand Hills region.

After a 45-day public comment period ... the Obama administration will make a decision about the future of the pipeline.
