Guerra Indicted for So-Called "Rape Kit."

MIDLAND -- A Big Spring man allegedly caught watching children with a so-called "rape kit" in his car has been indicted on four charges.

Juan Jose Guerra was indicited on four counts of possession of criminal tools.

When he was pulled over, police found some rope, a metal pipe, a bungee cord and sock which looked like a mouth gag, and plastic ties put together to restrain someone's hands and feet.

It's believed he had the items with him as he planned to kidnap a child and commit sexual assault.

He's being held on more than one million dollars bond.
