The Permian Basin avoided the brunt of Tropical Storm Hermine as it plowed through the heart of the Lone Star State in early September. But, the storm caused widespread flooding and destroyed more than 100 homes across Texas.
Governor Perry asked for federal aid in 13 of the hardest hit counties, but FEMA has denied the funding.
"Where do we go?" lamented Randy Harrington, whose home was damaged by the storm. "We keep working, we keep praying, we rely on our friends that have helped us, but who else has family and friends, these people are devastated out here. We were hoping we could get help."
FEMA denied the funding because it says the damage from Hermine was not severe enough to warrant the federal government's assistance. They say that recovery efforts can be handled effectively by state and local governments.
