MSD is Set for Odessa Plant

ODESSA -- City Council members in Odessa had a meeting of their own Tuesday night. Their focus was on Flint Hills and the contaminated water at that plant. A public hearing had been held prior to tonight's meeting, where Odessans could voice their concerns.

Tonight, it was time to vote on whether Flint Hills should get a Municipal Setting Designation.

It started off like any other city council meeting, prayer, the pledge of allegiance, and an award ceremony. Then the tone changed. The Flint Hills plant has been a frustration for the council.

Now shut down, it's sitting on top of contaminated groundwater, which makes finding a new tenant a challenge. Now, to better protect the citizens of Odessa, the city council hoped to pass a Municipal Setting Designation or MSD


"We can limit the ability to access the water and make it a criminal offense ." Said Larry Long, City Attorney.


After a brief session, where council further questioned the safety of the MSD, the ordinance was passed.


"By notification and restriction your making it safe and allow for redevelopment and the stigma is gone" Said David Whitten, Environmentalist Expert


The site of the old Flint Hills plant can now return to being open for business, which is good for Odessa' economy. Although some Odessans may have their concerns , the council and some environmentalists believe this was the safest choice.

"If your not drinking and you notified them, then your not in danger. " Said David Whitten.
