MIDLAND-- A man who police say threw a woman out of a moving vehicle in Midland early Friday morning has been arrested.

Authorities found 41-year old William Rhynes in a stolen car in El Paso Friday. Rhynes was arrested and charged with felony injury to a disabled person.

The arrest comes after Midland Police officers found 32-year-old Stacye Cerda lying in the street in the 800 block of North Fairgrounds. Cerda, who is wheelchair bound, said that she'd been in an argument with Rhynes, and that he pushed her out into the street. She was taken to Midland Memorial Hospital with minor injuries.

Midland Police say Rhynes is a convicted sex offender in two other states. They also say that he has been scamming people in Midland and Odessa while pretending to be a tree trimmer.

Rhynes is being held in El Paso on $40,000 bond.
