MIDLAND -- The Barbara Culver Juvenile Justice Center has been helping troubled kids get their lives back on track for years.

But recently, the center has seen a decline in the number of juveniles being sent to the center -- and the reason is the cost. Taxpayers are still paying for the center's $1.5 million budget. That's why Midland County Judge Mike Bradford has called in consultants from Carl Griffiths and Associates to find ways to down on spending.

"Anytime you ask the citizens for $1 million plus to operate a facility then you need to pay attention and figure out 'Is that money applied correctly?'" Bradford told Big 2. "Or does it perhaps need to be readjusted?"

"The numbers of people that it's processing are down, and that's absolutely a justification for doing what midland county and the justice system is doing here," added consultant Richard Kirkland.

Both Bradford and Kirkland said that teen leadership initiatives have helped keep juveniles out of detention.

No changes to the facility have been announced.
